In 1994, the Clinton administration was hopeful it could derail North Korea's nuclear ambitions before the DPRK progressed far enough to threaten the U.S.

Joel Wit was the State Department official charged with negotiating and ultimately implementing the 1994 U.S.-DPRK Agreed Framework.

Today, he still believes it's worthwhile to negotiate with Kim Jong-un, but the stakes have changed enormously in 25 years.
